Proposed  Joint Tsunami Relief Authority is unlawful and unconstitutional

It is indeed unfortunate that the United People's Freedom Alliance, which was  elected by the Sri Lankan voters who denounced Ranil Wickramasinghe's devalued U.N.P, appears to be following the very same path as the defeated UNF, the duplicitous Norwegians  and other neo-colonists.  Such a tendency portends a grave danger to the Nation. The People's Alliance were returned to power by the People supposedly as defenders of nationalistic objectives as against Ranil Wickarmasinghe's U.N.F, which was considered a puppet of the LTTE Tamil terrorists and the Norwegian-led protagonists of separatism, and Federalism.

However, in the proposed Joint Tsunami Relief Authority  the LTTE is to be given an enhanced role with a sleight of hand by the Norwegian mentor taking the Nation by surprise.  On this basis the LTTE's aspiration to excercise power in one form or other over a much larger area of the North and the East is to be recognized whereas the CFA was very clear about the smaller 'LTTE controlled' areas. The proponents of the Joint Authority owe an explanation to the Sri Lankan public as to how the LTTE "long jump" was converted to a "hop, step and a jump" quite unbeknown to the people of Sri Lanka.  The reasons as to why the Sri Lankan leadership acceded to the pressure of Norway and other countries which have vested interests regarding Sri Lanka, will perhaps be only known to the President and her closest advisors.

But, in the process, the Sri Lankan Government Leadership, the European Union, the UK, Japan etc and  institutions such as the Colombo World Bank appear to have completely disregarded the Security Council Resolutions on Terrorism as well as the provisions of the Constitution of the Republic of Sri Lanka in their eagerness to be identfied as partners of peace as desired by the LTTE terrorists.

If the responsible Sri Lankan leaders and the members of the international community were to carry out an audit of the LTTE's response to the Cease Fire Agreement  (CFA), the fact that the inalienable rights of all ethnic groups were usurped by the LTTE will be noted. The CFA of the Ranil Wickremesinghe Government was approved illegally and in gross violation of the Sri Lankan Constitution and without even being referred to the Parliament and the President. In retrospect, its absurd, ill conceived conditions and ineffective  biased monitoring by those entrusted with this task allowed the LTTE to intimidate the civilian population, collect 'duties', ' Taxes', conduct so called legal proceedings, and carry on a general administration while  depending on the Government funding for these illicit services - creating dangerous and unconstitutional conditions which would enable the LTTE to claim that they have a de facto government in the area. The LTTE Tamil terrorist leaders were provided with facilities to be received as true representatives of the Tamil people whereas there were no moral or legal bases for this action. Apart from countries such as India, China, Pakistan, the U.S.A, the U.S.S.R, Australia etc,  there were other countries who appeared to turn a blind eye so to speak, to the child recruitment and other Human Rights violations of the LTTE Tamil terrorists, making mockery of international covenants. The LTTE accordingly responded by openly killing and silencing any and all of their democratically-oriented opponents progressively through force and threat. We believe that the infrastructure to rebuild the Tsunami devastated areas throughout Sri Lanka already exists, under the present Government.  Therefore we totally oppose the formation of the proposed Joint  Relief Operation Committee with the Tamil terrorist LTTE as partners, as being quite unnecessary, unlawful and helping towards legitimising the terrorists.  It will also create another means to waste much of the valuable funds received by the Sri Lankan Government, which would otherwise be directed to the most needy of those who have suffered as a result of the Tsunami. In view of these circumstances, we respectfully urge President Chandrika Kumaratunge to take necessary corrective action to prevent the formation of this Joint Relief Committee with the LTTE terrorists.

Yours faithfully,
