Appeal to Stop LTTE’s Clandestine Preparations for Eelam War IV

 

It is evident to all that the LTTE has adopted a three-pronged strategy in its preparation for launching Eelam War IV. The three strategies involve:

 

(1) Engaging international agencies such as the ADB, JBIC, the UN and individual governments such as Canada, Norway and Italy under the guise of providing humanitarian relief for people affected by the tsunami.  

 

Their ultimate goal is to deal directly with the international community totally bypassing the Government. This will enable them to legitimise ultimately their clandestine demand for the separate racist state, Eelam.

 

(2) Building up and repairing the physical infrastructure to facilitate Eelam War IV.

 

The goals are to develop a road network that will facilitate rapid transport, establish hospitals in critical locations and procure mobile medical theatres and ambulances essential for treating the injured during a war. 

 

The LTTE has cunningly manipulated the international community to ensure that  funding for these elaborative schemes come from international agencies either as outright grants or loans to the Government of Sri Lanka. These loans used exclusively to fund infrastructure development in LTTE occupied areas will have to be eventually paid back by taxpayers domicile throughout the island, especially by the masses now happily working and living in non-LTTE occupied areas.

 

(3) Using the chaotic environment currently prevailing in the country and the myriad of NGOs with dubious credibility to strengthen the LTTE militarily.

 

The alleged importation of  ‘steel ball bearings’, an essential ingredient in bomb making on 7 February 2005 is a casing example.  A few days ago, at the Colombo port, a consignment containing 63 safety cartridges, magazine pouches and pistol holsters have also been detained. Three weeks ago imported bullet-proof vests listed as medical aid were also detected. Reports have been made of dismantled helicopter parts being imported illegally under the guise of humanitarian aid.

 

It is time for the Government to draw a deep breadth, mark a line in the sand and most of all, take control.

 

SPUR urges the Government to consider implementing the following actions immediately:

 

(1) Direct all international agencies such as the ADB, the UN, JBIC and the World Bank to stop dealing with LTTE terrorist on issues related to reconstruction and rehabilitation.

 

These organisations have the civic responsibility to support democratically elected Governments and desist dealing directly with unrepresentative terrorists organisations surreptitiously preparing for war. Under the guise of ‘working for peace’, the equal treatment by the international agencies of the elected Government of Sri Lanka with the murderous LTTE is unethical, abhorrent and repugnant.

 

(2) Channel humanitarian aid throughout the Island, including to those areas illegally occupied by the LTTE using a newly established Government–NGO (reputable)-Civic Movement partnership that subscribe to accountability, transparency and honesty.

 

The LTTE must be excluded until they demonstrate tangible commitment to durable peace.  It must be punished for its surreptitious conduct. The chameleon like behaviour promising to work for the betterment of the Tamil people under their jackboot terror whilst clandestinely preparing for war must be challenged openly and not rewarded.

 

(3) Register all national and international NGO’s operating in Sri Lanka together with the source and amount of funds, details of their projects and timelines for delivering outcomes related to tsunami relief.

 

This will engender a culture of mutual accountability and set exit parameters for international NGO’s operating in Sri Lanka’s tsunami relief theatre.

 

It is time for the democratically elected Government of Sri Lanka to take control. 

 

The post tsunami environment in Sri Lanka has been understandably chaotic. The foreign Governments especially Norway and Italy have been feral. Donor agencies (ADB, JBIC, World Bank), international bodies (UN) and NGOs (reputable as well as non reputable) have had a field day in a ‘free for all’ environment often bypassing the government and ignoring accepted protocol.

 

As the President of Sri Lanka we humbly and trustingly request you to implement the above immediately to protect our emerald isle’s sovereignty.
