His Excellency the President of EU
The Hon Tony Blair-Prime Minister-the UK
Your Excellency/ The Hon Prime Minister
Proposed new steps to ban
the activities of Tamil Tiger Terrorists (LTTE) and their front organisations
in Europe
We wish to congratulate the
European Union on its plans to ban the Liberation Tigers of Tamil Eelam (LTTE)
and their front organisations in the EU in keeping with UN Resolutions on
anti-Terrorism and the necessity to uphold liberal values of the
civilised world.
We
request you to take into account the LTTE 's human rights record and its
continuing build up of arms to create a separate ethnically cleansed fascist
state in the Island of Lanka. If the EU takes definite steps even at this late
hour to prevent its resources being used by LTTE front organisations to
collect funds to strengthen its killing machine many lives of Sri Lankans who
are at the receiving end of the LTTE killers will be saved. The recent
cold-blooded killing of Foreign Minister Kadirgarmar is another atrocity of
this terrorist outfit, which by now have killed more than 30 parliamentarians
and people's elected representatives including the Indian Prime Minister, Mr
Rajiv Gandhi.
Interpol
has open warrants for Velupillai Prabhakaran, the leader of this terror outfit
and seven of its key senior members, who are guilty of horrendous crimes
against humanity among them the massacre of innocent civilians, especially
women and children, recruiting children as young as 10 years of age as
fighting cadres, abduction and holding to ransom, massacre of prisoners of war
and surrenderees, to name but a few.
These
terrorists are also involved in drug trafficking, gun running and human
smuggling as well as extortion and protection rackets. The LTTE refined
suicide-bombing techniques and have used to it with devastating effect on
numerous occasions. They have even developed a special suicide vest, which is
undetectable without a strip search of the wearer.
Mr.
J
Cofer Black, US State Department Coordinator for Counter-terrorism, says that
the LTTE has trained other terrorist groups in the world and is in the
"exalted" company of the Al-Qaeda. "I am disturbed at the
LTTE's history as a terrorist organisation. It has been a purveyor of
training, knowledge and equipment to a spectrum of terrorist groups, and we
currently see many of these groups being mutually supporting," Black told
a select media round table in Colombo on Wednesday. "The LTTE has been a
disseminator of knowledge on how to conduct terrorist organisations, and has
equipped other terrorist groups, which in, and of itself, is sufficient cause
for alarm and concern," he said. "It is no small thing that the US
has put the LTTE on its list of terrorist organisations. They (the LTTE) are
in the exalted company of the Al-Qaeda organisation and the rest of the
groups," he said. (September 8, 2004.)
Any
meaningful step taken by the EU leaders will dissuade the key LTTE operatives
and groups who, while enjoying the liberal environment in the West, promote
terrorism in Sri Lanka. In fact,
some of them are among the key figures of international terrorism. Once laws
are approved we request you to investigate into the activities of LTTE members
in the EU who promote terrorism in Sri Lanka and also collect funds to help
their terrorist activities.
We request the authorities to probe and take effective action regarding the following and to uphold the European resolve of not giving into terrorism and stamping out terrorist cells.
1.
Operation of Tamil Tiger Terrorist information and
broadcasting centres.
2. Activities of LTTE members such as Anton Balasingham, Adela Balasingham and other well-known members of the LTTE in the EU.
3. Celebration of LTTE related activities in the EU like the planned LTTE day in November
4.
Fund raising for the LTTE in the ethnic places of
worship in the EU Countries.
5.
Direct and indirect support extended by Norway to
the LTTE.
As
mentioned in our earlier letters, if terrorism in any form is tolerated on
British soil , it will be a case of encouraging terrorism as a concept and as
a social movement thus defeating the essential features of democracy.
We
trust our submission will receive your careful consideration
Thanking
you
Yours sincerely
Dr
D.Jayasuriya
