Security Council Resolution 1373 - clause 2 (a) and donor funds to Sri Lanka
We wish to bring to your notice an attempt by the Donor co-chairs made up of the U.S.A,
European Union, Japan and Norway. to act in violation of the above Resolution. In a statement
issued by these countries following the meeting in Brussels ..” External Relations Directorate
urge both parties to resume negotiations so that Sri Lanka could benefit from the generosity
of the international community..” ( The Island news paper-Sri Lanka June 3, 2004)
In the statement, 'both parties' referred to the Government of Sri Lanka and the LTTE and ' the
generosity' referred to the pledge made at the Tokyo Conference on Reconstruction and Development of Sri Lanka by representatives of 51 countries and 22 international organizations on June 9 and 10 , 2003.
The LTTE has not denounced armed violence and continues to kill political opponents. It is a proscribed organization in a number of donor countries as a terrorist entity. The UNICEF and the AA in their reports highlight the violation of human rights by the LTTE and conscription of child
soldiers
etc Making donor funds available to such an
organization is a clear violation of the UN resolution
1373 which says that the States should ..” refrain from providing any form
of support, active or passive to entities or persons involved in terrorist
acts,..”
We request you to take immediate action to bring this attempted violation of the UN Resolution
to their notice of the member countries as any exceptions made to the LTTE will be an act of
rewarding terrorism and armed violence including appeasement of terror.
We appeal to you to take necessary steps to ensure that terms of the Security Council Resolution
1373 are complied with fully by all member states in respect of Sri Lanka vis-a vis, the LTTE, one of the most violent terrorist organizations in the present era.
